NOTICE OF PUBLIC HEARING

DRAFT OF THE 2025 ANNUAL ACTION PLAN
FOR HOUSING AND COMMUNITY DEVELOPMENT PROGRAMS

TO ALL INTERESTED RESIDENTS, AGENCIES AND ORGANIZATIONS - The City of Orlando Housing and Community Development Department wishes to inform residents of the proposed DRAFT of the 2025 Annual Action Plan for the following Housing and Community Development Programs funded through the U.S. Department of Housing and Urban Development (HUD): 1. Community Development Block Grant (CDBG); 2. HOME Investment Partnerships (HOME); 3. Emergency Solutions Grant (ESG); and 4. Housing Opportunities for Persons with AIDS/HIV (HOPWA). Residents have the opportunity to review the proposed DRAFT documents online at orlando.gov/housing, under "Plans and Reports".

The Consolidated Plan identifies resources and strategies to assist in meeting housing and community development needs and includes a plan for monitoring performance.  The 2025 Annual Action Plan is a component of the PY2021-2025 Consolidated Plan.  The proposed Annual Action Plan describes types of activities to be carried out under the HUD grant programs to meet the overall Consolidated Plan goals and strategies to develop viable urban communities by providing decent housing and a suitable living environment, addressing urgent needs, and expanding economic opportunities principally for extremely low-, low- and moderate-income persons/households with incomes not exceeding 80% of the median family income for the Orlando Metropolitan Statistical Area.

The total amount of funds available under the City of Orlando’s 2025 Annual Action Plan for Housing and Community Development Programs is $9,590,093 plus program income and any carryover funds from previous years.  A summary of the proposed DRAFT of the PY2025 Annual Action Plan is provided below.

The City of Orlando is accepting public comments on the DRAFT documents through 5:00 P.M. EST, July 13, 2025. Written comments regarding the proposed DRAFT documents may be submitted to: City of Orlando Housing and Community Development Department, Orlando City Hall, P.O. Box 4990, Orlando, FL 32802-4990, or via email to andres.burgos@orlando.gov.

A public hearing to accept comments on the DRAFT Action Plan will be held at 5:00 P.M. EST on Monday, July 7, 2025, in the House Conference Room on the Seventh Floor of Orlando City Hall, 400 South Orange Avenue, Orlando, FL 32801. Persons requiring special accommodations are asked to contact the Housing and Community Development Department at least two business days prior to the public hearing, by calling 407.246.3326.
